When you set all active members to awaiting renewal the approval stage stays at approved

You have not missed a step but I agree it does seem a bit strange. I believe the thinking behind it is that
these members are still current even though they are Awaiting renewal and thus they should stay Approved

Once they submit the renewal application then their status changes to Pending Approval when you issue a receipt then the status changes to Approved
